ISO 14001:2015 "environmental management system requirements and use guidelines" standard, after three years of revision, was officially released in September 15, 2015. This paper introduces the background and main changes of the 2015 edition standard.

Challenges faced
ISO 14001:2004 standard release has so far more than ten years, in these ten years, a lot of changes have taken place, environmental management system is also facing more challenges.
(1) the pressure on the environment is increasing
Because of the pollution, inefficient use of resources, improper waste management, climate change, ecosystem degradation and biodiversity reduction, the pressure on the environment is increasing.
(2) the laws and regulations are becoming more and more strict
There are a lot of new laws and regulations promulgated in these ten years, our country has issued the "People's Republic of China energy conservation law"; and there are a lot of regulations have been revised and put forward higher requirements of environmental behavior in organizations.
(3) the standard of management system is increasing
In addition to the ISO three standard management system of the original 9001 quality management system, environment management system ISO 14001 and OHSAS 18001 occupation health and safety management system, ISO also released a lot of other class management system standards, such as: ISO 50001, ISO 27001 energy management system of information security management system, at present, ISO has released nearly 20 can be used for the certification of management system standards, but because the framework, structure and content of each standard has many differences, bring a lot of trouble to the implementation of the management system of organization.
(4) the development of management practice
With the development of enterprise management practice, the means and methods of management are more and more rich and scientific, such as process method, risk based management, PDCA operation management, life cycle management and so on.
(5) sustainable development, transparency and responsibility become the focus
"That meets the needs of the present without compromising the sustainable development ability of future generations to meet their needs. The concept has been firmly established, in order to achieve this strategic goal, people pay more and more attention to an organization's environmental behavior and transparency, an organization social responsibility in terms of performance and performance.

Revised principles [1]
The revised principle of ISO 14001 includes three aspects.
(1) follow the requirements of ISO, MSS and HLS
In order to solve the problem of multiple organizations to implement integrated management system, ISO released for MSS (management system standard) HLS (high order structure), released in 2012 by the ISO/IEC guide part 1 of annex SL requirements in the future, frame structure of ownership, the revised management system must follow the HLS standard, and has general terms the core and the definition of the core body with the same.
(2) consider the proposals made by FC
"Future Challenges for EMS Study (" Group "environmental management system in the future challenge" research group, referred to as FC) is ISO 14001:2004 with standard system assessment, a group founded in 2008 by ISO/TC207 SC1, responsible for research on ISO users of the standards 14001: 2004 and ISO 14004:2004, and summarize the proposal for FC as of ISO 14001, and ISO 14004 revision of the reference input.
FC finally put forward more than 10 proposals, basically in the ISO 14001:2015 standards have been reflected, such as:
Clarifying requirements for environmental performance improvement in ISO 14001.
In the identification and evaluation of environmental factors of products and services, the ideas of life cycle and the value chain are more clearly considered.
The revised ISO 14001 standards should require organizations to develop strategies for external information exchange, including the objectives of information exchange, identifying relevant parties, and describing what to communicate and when to communicate.
Integrating environmental management into the business activities of the organization to achieve environmental, economic and social sustainability.
(3) maintain the core requirements of the existing standards
ISO 14001:2004 standards for nearly 10 years, the environmental management and environmental protection effect is very obvious, therefore, the main principle and the core ISO 14001:2015 standard ISO 14001:2004 need to retain the original standards, such as pollution prevention and continuous improvement principles, environmental factors, legal and other requirements, compliance evaluation, emergency preparedness and response terms.
Two, ISO, 14001:2015 major changes
ISO14001:2015 version standard (hereinafter referred to as the 15 edition standard) relative to the ISO 14001:2004 version standard (hereinafter referred to as the 04 edition standard) has undergone relatively large changes, mainly including the following aspects.

Changes in standard structure
ISO 14001:2015 standard is adopted in the structure of HLS, in addition to scope, normative references and terminology, standard text includes 7 terms: 4. organization environment, 5. leadership, 6. planning, 7., 8., 9. in support of operation performance evaluation and improvement of 10.

Changes in terminology and definitions
There are 33 terms in the 15 edition of the standard. Compared with the 04 edition standard, all changes have been made except for the term "pollution prevention".
(1) 20 new terms are added
The general term, 15 terms from the HLS management system, including: top management, objectives, requirements, risk, ability, document information, outsourcing, process audit, compliance, effectiveness, monitoring, measurement, performance.
The 5 term is the addition of specific terms in the EMS field, including environmental conditions, compliance obligations, risks and opportunities, life cycles, and parameters.
(2) 12 terms are revised
10 definitions have been modified: environmental management systems, environmental policies, organizations, related parties, environmental factors, environmental objectives, corrective actions, environmental performance, and continuous improvement.
